UK Government Accepts Recommendations to Diversify Telecoms Supply Chain

The UK government has accepted the recommendations of a new report aimed at diversifying the country’s telecoms supply chain and reducing reliance on high-risk vendors.

Report Calls for Open and Interoperable Standards

The Diversification Taskforce, chaired by Lord Ian Livingston, delivered the report to the Department for Digital, Culture, Media & Sport (DCMS) with a focus on promoting open and interoperable standards for telecoms equipment.

“We need a more diverse, competitive market for telecoms equipment,” said Lord Livingston. “This report provides a clear roadmap for achieving that goal.”

Government Pledges £250 Million to Implement Recommendations

In response to the report, Digital Secretary Michelle Donelan announced that the government will invest an initial £250 million to begin implementing the recommendations.

“This investment is a critical step in securing our telecoms networks for the future,” Donelan said. “We are committed to building a more resilient and innovative telecoms supply chain.”

OpenRAN Technology Key to Diversification

The report identifies OpenRAN technology as a key driver of diversification, allowing telecoms providers to mix and match equipment from different vendors.

Vodafone, one of the UK’s largest mobile operators, has already begun trialing OpenRAN technology. “We believe OpenRAN is the future,” said Ahmed Essam, CEO of Vodafone UK. “It will enable us to build more flexible, secure networks.”

Funding for R&D and Interoperability Testing

The government’s investment will include funding for research and development of new telecoms technologies, as well as the establishment of a National Telecoms Lab for interoperability testing.

“The National Telecoms Lab will ensure that equipment from different vendors can work seamlessly together,” explained Donelan. “This is essential for promoting competition and innovation in the market.”

Reducing Reliance on High-Risk Vendors

The diversification efforts come as the UK seeks to reduce its reliance on high-risk vendors, particularly China’s Huawei, due to security concerns.

In 2020, the government announced a ban on the purchase of new Huawei 5G equipment and a requirement for operators to remove all Huawei equipment from their networks by 2027.

Industry Reaction and Next Steps

Industry groups have welcomed the government’s commitment to diversifying the telecoms supply chain.

“This is a positive step forward for the UK’s telecoms industry,” said Hamish MacLeod, Director of Mobile UK. “We look forward to working with the government to implement these recommendations.”

The DCMS will now begin working with industry partners to develop a detailed implementation plan for the report’s recommendations, with the aim of creating a more resilient, competitive, and innovative telecoms supply chain for the UK.
